Public consultation has been opened for a draft decree that modifies existing legislation to help promote geothermal development activities in Colombia.

The Ministry of Mines and Energy of Colombia has opened the period for public comment on a draft decree that modifies Decree 1073 of 2015, with the aim of promoting the development of activities aimed at generating electric energy through geothermal energy in the country.

In compliance with the provisions of paragraph 8 of article 8 of Law 1437 of 2011 and Decree 1081 of 2015, the Ministry has enabled a space for citizens to submit their observations, comments and proposals until October 16, 2024.

The full text of the draft decree can be accessed via this link (in Spanish).

The draft decree modifies several parts of the existing law and touches upon several aspects of geothermal development including the establishment of the process for granting of geothermal exploration permits, a provision for geothermal co-production (i.e. critical minerals extraction) opportunities, and a requirement for geothermal developers to promote the implementation of community participation in their projects.

Comments can be submitted via the official webpage of the Ministry of Mines and Energy.

The National Hydrocarbon Agency of Colombia had previously announced that the first round of auctions for geothermal energy projects in the country will take place before the end of the year.
